We deeply respect our police, we need our police to protect us.But it’s a comment that refers to our history and some things we still haven’t worked out. Cop Indicted for Stairway Shooting

Wow the NYP Editorial Holding police accountable  For one thing, Gurley — unlike either Eric Garner or Michael Brown — was not resisting arrest when he died. On the other hand, even if it was just an accident, it doesn’t automatically absolve Liang of all responsibility. All citizens, especially our police, are responsible under the law for their actions. But our test for a grand jury weighing an indictment against a cop is not whether it returns a specific outcome — but whether its members have reviewed the evidence and come to an honest decision. The day after cops turned their backs on the mayor after two officers were murdered, de Blasio and his top advisers organized a plan to handle the strained ties with police. First, the mayor focused on the slain officers’ distraught families. Second, Timothy Cardinal Dolan and Police Commissioner Bill Bratton were dispatched as peace delegates. Lawyer up, Mayor deBlasio, to combat frivolous lawsuits against the NYPD (NYDN) A new vow to close the city's coffers to plaintiffs seeking easy cash must result in a downward curve of out-of-control payouts. Police Commissioner Bill Bratton spewed righteous and rightful outrage Thursday at a report that the city paid $5,000 to a machete-wielding fool who was shot as he menaced NYPD officers. The knifeman had the chutzpah to sue for the injuries he suffered — because he and his lawyers correctly recognized that city lawyers have been all too ready to write settlement checks to make even absurd cases go away. No más, Bratton and Mayor de Blasio say: No longer will a case that “utterly lacks merit,” in the mayor’s words, go to a speedy cash settlement instead of a trial.

A Campaign Manager Mayor
De Blasio reveling in union dissent directed toward Lynch(NYP) Mayor de Blasio took obvious delight Wednesday in the labor discord that could topple a major nemesis, longtime NYPD union chief Pat Lynch. Hizzoner’s pleasure was plain when asked about the raucous union meeting at which a cop openly chastised Lynch for demanding an apology from the mayor instead of focusing on the rank and file’s safety. “It’s a big, diverse police force with lots of different viewpoints,” de Blasio said during a news conference in The Bronx. “It doesn’t surprise me at all that more and more officers would offer different views of what needs to be done.”

De Blasio also took a clear shot at Lynch’s heated rhetoric, which has included accusing the mayor of throwing cops “under the bus” and having “blood on the hands” in the Dec. 20 assassination of two cops in Brooklyn. “I think I’ve separated, a long time ago, some of the specific things some of the union leaders have said from what is felt by the rank and file. This wouldn’t be the first case where that is true,” de Blasio said. Lynch has insisted the mayor apologize for a lack of support in the aftermath of the Eric Garner grand-jury decision. While de Blasio also insisted that he did not owe anyone an apology Wednesday, he did denounce planned Thursday demonstrations by virulent anti-cop protesters who, he said “say really inappropriate, reprehensible things about our police officers.* Mayor Bill de Blasio said he could improve his communications on law enforcement matters, a remark that came a day after Cuomo met with police union officials, The Wall Street Journal reports:  * De Blasio appeared to take delight in the labor discord that could topple a major nemesis, longtime NYPD union chief Patrick Lynch, theNew York Post writes:  * De Blasio also said NYPD Commissioner Bill Bratton has a right to speak his mind, even when he’s linking police-City Hall tension to Chirlane McCray's former aide Rachel Noerdlinger, the Daily News writes: * De Blasio's sorry performance heats up his war with theNYPD (NYDN)  Mayor de Blasio has gone to war with the NYPD, risking consequences that could be disastrous for New York. Across the divide, Lynch and Sergeants Benevolent Association President Ed Mullins must recognize that their wildly heated rhetoric and not-so-veiled calls for a slowdown are imperiling New Yorkers and their members. They have taken the public hostage and need to release it with statements that their members will rise above disputes with the mayor — and no one should think that they have done otherwise. Bratton must play the trucemaker, particularly by helping de Blasio understand the long-term benefits of a mayoral acknowledgment of ill-chosen words.*After two more police officers were shot, the feud continuesbetween City Hall and the NYPD(Atlantic)

Last Week de Blasio Says Peace With Cops, His Staff Pushes the War
De Blasio aides urged allies to attack police unions over tactics (NYP) Mayor de Blasio’s aides urged political allies to attack the police unions for their tactics just days before the mayor met with five police union leaders to hammer out a truce, sources revealed Tuesday.  One elected official told The Post that de Blasio’s aides reached out after the funeral for Det. Rafael Ramos in which dozens of rank-and-file officers turned their backs on the mayor as he spoke.  De Blasio’s government affairs officials also privately began reaching out to allies as recently as this Monday – just one day before his peace pipe pow-wow with union leaders at the police academy, DNAinfo.com first reported Tuesday. “City Hall wanted me to blast the Patrolmen’s Benevolent Association for turning their backs on him,” one legislator told the web site. “They called up Monday, said they were calling all of us, and that it was our obligation to stand up defending the mayor.” One City Council insider said only that the administration was seeking to circle the wagons amid a growing rift with NYPD rank-and-file. “He gave us talking points, but it was very much a unity message,” the insider said. “They’re not asking us to defend them against [PBA President] Pat Lynch. Daily News de Blasio must call an end to this insulting lunacy by announcing that he would veto any such measure
May I Search You De Blasio's duty to veto NYPD handcuffs (NYDN Ed) Asking permission is no way to police. A bill requiring permission from suspects for police searches failed the laugh test when Councilmen Antonio Reynoso and Ritchie Torres offered it in November. The bill provides powerful evidence that the Council is filled with members who believe the NYPD cannot be trusted to constitutionally carry out its duties. That’s what they are saying by proposing to force cops to get documentary proof from suspects that they have consented to be searched. Searchees would even get receipts. Call it the “mother, may I?” school of policing. Mayor de Blasio must call an end to this insulting lunacy by announcing that he would veto any such measure. Doing so while also canning a bill criminalizing chokeholds would dampen City Hall’s anti-police fanaticism.

Bratton Arrest, Ticket Slowdown No Concern, Move Along
Mr. Bratton said on Monday that a “weeklong period of mourning” and demonstrations that were straining resources were contributing to the drop-off in arrests and summonses. But he said the slowdown should not concern New Yorkers. “I would point out it has not had an impact on the city’s safety at all,” Mr. Bratton said. The two precincts most directly affected by the deaths — the 79th, where Officers Rafael Ramos and Wenjian Liu were gunned down as they sat in their patrol car on a Brooklyn street; and the 84th, where they were usually assigned — saw a single criminal summons in the week that ended Sunday, according to Police Department statistics. Officers in those precincts wrote no parking or traffic tickets. By contrast, the combined tally of criminal summonses alone during the same week last year reached 130, the department statistics showed.
Shootings 2014 up 6% city wide, 15% in public housing, 38% in last 4 weeks compared with last year.

De Blasio’s cop-out (NYP)So it’s come to this: On the weekend New York City buries another of its Finest, Detective Wenjian Liu, the focus is on the mayor — and whether police officers will again turn their backs on him. NYPD Commissioner Bill Bratton calls the gesture “inappropriate.” Peter King, the Republican congressman from Long Island, doesn’t like it either, but because it is “creating sympathy” for the mayor. Even before the back-turnings, Cardinal Timothy Dolan was saying it’s “unfair and counterproductive to dismiss our mayor and other leaders as enemies of the police.” Let’s stipulate up front that the man responsible for the murders of Officers Liu and Rafael Ramos is not the mayor but the nut who pulled the trigger. Let’s stipulate too that the mayor does not have blood on his hands. Let’s do so, however, while acknowledging that the murders have illuminated the squalid assumptions behind so much of Bill de Blasio’s rhetoric about police. Long before Officers Liu and Ramos were gunned down on that Brooklyn street corner, de Blasio had run his campaign for mayor based on calumny: that the NYPD is a racist police force. This was what de Blasio meant when he campaigned against “an abusive stop-and-frisk policy that targeted communities of color.” In other words, we weren’t talking about a few bad apples. We were talking about an entire force out to get people of color.* Capital Data: De Blasio’s long-term approval Study concludes only economy and crime correlate solidly with ratings  * Cuomo attends Det.Liu's wake 2 days after his dad died (WPIX)

Walzak confirmed that de Blasio aides cold called city Democrats but insisted they "did not ask elected officials to 'attack' anyone," and only requested the politicians "support the families" of the slain NYPD officers. Asked about Walzak's claim, one of the lawmakers who received a call said it was "preposterous" and "not reality."

Chasing Radio Calls And Not Much Else
Wary cops letting minor offenses slide(NYP) With cops on edge following the assassination of two patrol officers on a Brooklyn street, many officers have started turning a blind eye to some minor crimes, sources told The Post, while a union mandate that two patrol cars respond to all police calls has led to slower response times to non-emergencies. “I’m not writing any summonses. Do you think I’m going to stand there so someone can shoot me or hit me in the head with an ax?” one cop said Sunday, referring to the Dec. 20 slayings and another recent attack on the NYPD. “I’m concerned about my safety,” the cop added. “I want to go to home to my wife and kids.” An NYPD supervisor noted, “My guys are writing almost no summonses, and probably only making arrests when they have to — like when a store catches a shoplifter.”* Mayor to speak at NYPD graduation amid tensions(WSJ)

NYC Congressional Member Missing From PO Ramos Funeral
Paying their respects(NYP Ed)In the case of Police Officers Rafael Ramos and Wenjian Liu, these memorials serve another purpose: They allow the city’s elected representatives to demonstrate publicly their appreciation for the sacrifices of those who wear the blue and the families they leave behind. Which is why we were surprised to find several members of the New York congressional delegation missing from Officer Ramos’ wake and funeral last week. The Post reached out to ask if these officials will participate in this weekend’s observations for Officer Liu in Brooklyn. Sen. Kirsten Gillibrand will attend the Liu wake Saturday, and senior Sen. Chuck Schumer will be at the funeral Sunday. Prior commitments kept both senators out of town last weekend, but each did reach out separately to the Ramos family. Rep. Jerrold Nadler (D-Manhattan/Brooklyn) — who counted Liu and several of the officer’s family members as constituents — will attend the Sunday funeral. Other House members we contacted — Gregory Meeks (D-Queens), Nydia Velazquez (D-Brooklyn), Yvette Clarke (D-Brooklyn), Joe Crowley (D-Queens), Jose Serrano (D-Bronx), Eliot Engel (D-Bronx) and Michael Grimm (R-Staten Island) were either unavailable or declined to comment.

A union spokesman disputed this idea, but others feel the union boss is making too much noise. * The bad blood between the NYPD and blacks predates the recent tragedies and it won’t get better until police accept that they are part of the problem, too, but people who reflexively blame cops are part of the problem, as well, Newsday’s Alvin Bessent writes:  * “With his slicked-back hair, Queens accent and entourage of mostly white, male union lieutenants, Patrick J. Lynch moves through New York as the rough-around-the-edges, unapologetic labor leader for more than 22,000 street officers.”* New class of 1,000cops sat wide eyed and clearly anxious about hitting streets after two NYPD executions(DNAINFO) * Pat Lynch urges officers to prioritize safety(Capital)

Widows Speak to Police Protests
Families of fallen cops band together amid protests(NYP) Widows and children of hero cops killed in the line of duty say this picture — taken Saturday night — is their answer to cop-bashing agitators who take to the streets to disparage the men and women who put their lives on the line every day for New Yorkers. It was taken Saturday night at the annual Patrolmen’s Benevolent Association Christmas party at Michael Jordan’s Steak House for the families of the Finest who died in action. One widow said the survivors were tremendously upset about the seemingly never ending marches and demonstrations by cop haters. “We wanted to take this picture to show the protestors that our loved ones made the ultimate sacrifice to protect the city — and allow the demonstrators to exercise their right to march.’’
Pro Cop Rally Also

NYPD supporters planning pro-cop rally at City Hall(NYP) NYPD supporters are planning a “Pro-Cop Rally” at City Hall next week to counter ongoing anti-cop protests — and could wind up squaring off against activists hellbent on disrupting the event. The Dec. 19 demonstration was announced on the “Thank you NYPD” Facebook page, where it scored 3,000-plus “Likes” by Thursday evening and more than 235 people had signed up to attend. The city resident behind the Facebook page — created in August amid mounting controversy over Eric Garner’s death while resisting arrest — said the rally was proposed by many of the page’s 14,000-plus followers.Piling on the police(NYP Ed) Here in New York, the week began with City Council members holding a “die-in” and then blocking traffic to protest a grand jury’s decision not to indict a cop for the death of Eric Garner. Now the council has asked for an investigation of how allegations of police abuse are handled. In Albany, Senate Democrats announced a bill for a new office to review cases of killings by cops. The day before, Attorney General Eric Schneiderman demanded prosecutorial power over such cases.

The Assembly has long sought special investigators for cops. Not to be left out, Gov. Cuomo is reviewing his options.Meanwhile, US Attorney General Eric Holder, who’s probing the Garner case, may impose his own “reforms” on the NYPD — as he’s done in 15 other cities. All this would add to the existing oversight — by the NYPD’s new inspector general, by the monitor ordered last year by a federal judge, by a newly energized Civilian Complaint Review Board, by five district attorneys and by an army of private lawyers eager to sue.

Cops In the Pink Houses Shooting Called the PBA Not Their Commanding Office

Rookie NYPD officer who shot Akai Gurley in Brooklyn stairwell was texting union rep as victim lay dying
Pink Houses horror (NYDN)  Brooklyn DA must fully investigate emerging, troubling details on poice shooting Shaun Landau, waited eternal minutes before they called in the shooting, while Gurley lay dying several floors below.  Their commander learned of the incident not from the officer responsible or his partner, but from a 911 call phoned in by a downstairs neighbor, on whose door Gurley’s girlfriend had knocked, pleading for help. Liang and Landau would not radio in for another six and a half minutes after that. Sources say in that crucial window, even as their commander tried to reach them, Liang and Landau texted their union reps. In the absence of a compelling explanation for this bizarre and protective behavior, the accounts disastrously confirm the sense, aflame in the wake of the Eric Garner grand jury decision, that it’s necessary to declare, “Black lives matter.” Brooklyn District Attorney Ken Thompson must investigate to the full force of the law* Failure to makeapartment building repairs may have contributed to Akai Gurley's death:officials (NYDN) EXCLUSIVE: The light in the Pink Houses stairwell where Officer Peter Liang shot Akai Gurley had problems that may have caused it to dim, officials said. Those problems were not reported to NYCHA. And a staff request made months ago to upgrade the aging lighting system at the Pink Houses had not yet been addressed by NYCHA headquarters when the shooting occurred on Nov. 20, officials said.* Parents mourn stairwell-shooting victim, DA investigates(Brooklyn Paper)
