Dominican Espaillat Takes Over Harlem
An Old Story of What Happens In New York When Neighborhoods Change
New York's newest Congressman Adriano Espaillat to make history(NYDN)  When Espaillat is sworn into Congress on Tuesday he'll become the first Dominican-American — and first formerly undocumented immigrant — sworn into Congress. “Personally it's very rewarding. I've tried several times, the third one is the charm. And this is also a collective victory for many folks in this district who want a new chapter written,” Espaillat, 62, told the Daily News. He'll also be the first non-African American since World War II to represent Harlem in the House, marking a sea change for the neighborhood and the city. Espaillat's win came after two unsuccessful attempts to knock off Rep. Charlie Rangel (D-N.Y.), a onetime giant in Congress who was forced from his role as the powerful chairman of the House Ways & Means Committee in 2010 after a lengthy ethics investigation. This pol owes $96,000 but is making a third run for congress (NYP) State Sen. Adriano Espaillat has launched his third run for Congress, but still hasn’t paid off nearly $100,000 in bills from his campaign of two years ago — including money owed to Eliot Spitzer’s old flame. One debtor, photographer/Web designer Jon Reznick, said he got such a runaround trying to collect $1,250 from Espaillat that he took down the campaign’s Web site last year.*Former NYC Assemblyman Robert Jackson is running again for the state Senate seat currently held by Adriano Espaillat, who is running for the House seat being vacated by Rep. Two Black Candidates for Congress Look to Expand Their Base By Endorsing Sanders  
In two districts once believed to be strongholds for Democratic 2016 frontrunner Hillary Clinton, the state senators from Harlem and Queens — Bill Perkins and James Sanders Jr. — will endorse Vermont Sen. Bernie Sanders for president instead.



Would-Be RangelReplacement Accuses Congressman of Lying to the Bronx (NYO) State Senator Adriano Espaillat, one of several aspiring successors to retiringCongressman Charles Rangel, ripped the 85-year-old lawmaker today for having “lied to” the small Bronx portion of his upper Manhattan-based district. Speaking to the press at the New Capital Restaurant in the Bronx, Mr. Espaillat—who unsuccessfully challenged Mr. Rangel in the Democratic primary in 2012 and2014—claimed the veteran congressman had been dishonest in past promises to open a district office to offer services in the borough. Redistricting after the 2010 census placed a portion of the Bronx in Mr. Rangel’s Harlem-based seat, which he has represented since 1971.



Rangel Backs Wright
Charles Rangel backs Keith Wright to succeed him (NYP) Rep. Charles Rangel has told supporters he’s backing Assemblyman Keith Wright to succeed him when he steps down next year after nearly five decades in Congress, The Post has learned. Rangel, 85, pledged his support to Wright, who is also the Manhattan Democratic Party chairman, during a private fundraiser last week at Melba’s restaurant in Harlem. “Every week, there’s someone new, some labor leader, someone from the community planning board, some people from The Bronx, some in the Congress, in the Black Caucus, Hispanic Caucus who say, ‘Is Keith our man?’” Rangel said at the event, a video of which was obtained by The Post. “I said, ‘Of course he is!’” Rangel said to thunderous applause.

Sheldon SilverConviction Casts Shadow Over Race for Rangel’s Seat (NYO) Of all the candidates running, Mr. Wright, the chairman of the Assembly’s influential housing committee and the waning Manhattan Democratic Party, may have the most to lose from Mr. Silver’s downfall. As fellow Manhattanites and veteran lawmakers, the two Democrats naturally worked together, even if Mr. Wright was never known as one of Mr. Silver’s top lieutenants. Most glaringly, and at the behest of Mr. Silver, the Harlem Democrat carried a 2013 housing bill providing tax breaks to five select developers. Mr. Wright’s aides claimed he knew nothing of the tax breaks and was furious at Mr. Silver, though the Daily News reported he may have been more aware than he let on. Glenwood Management, a leading real estate developer accused of taking part in bribery schemes in the cases of Mr. Silver and Dean Skelos, the former Republican majority leader currently on trial, funneled $45,000 through limited liability corporations to the housekeeping account of Mr. Wright’s Manhattan Democratic Party over the past four years. Glenwood was a prolific donor, giving cash to Gov. Andrew Cuomo and many state lawmakers. At least one candidate, Clyde Williams, is not letting Mr. Wright off the hook. Mr. Williams, a former congressional candidate and Democratic National Committee official who has never held elected office, said the Silver conviction was an “indictment of the entire political culture of Albany.” With the backing of the Harlem political establishment, including former Gov. David Paterson, Mr. Wright is a top contender and likely to face more barbs from outsider candidates like Mr. Williams. State Senator Adriano Espaillat, who twice tried to unseat Mr. Rangel, also endured scrutiny over his 14-year Assembly tenure when Rangel aides gleefully highlighted a vote he took with Mr. Silver that many city Democrats revile to this day: the 1999 decision to repeal the commuter tax, costing New York City nearly $10 billion in subsequent years. Mr. Espaillat called it a“terrible vote.”




DICKENS CAMPAIGNING FOR KEITH WRIGHT'S ASSEMBLY SEAT -- POLITICO New York's Azi Paybarah: City Councilwoman Inez Dickens is raising money for a campaign for the Assembly seat currently held by Keith Wright, who is running for the congressional seat being vacated by the retiring Charles Rangel. A fund-raiser organizing the event confirmed Dickens' candidacy for the seat. The congressional primary for Rangel's seat - where Wright faces seven declared opponents - takes place in June. Meeks Mansion Giving Him Problems Again  -No Permit
Gregory Meeks has no city permit for his Queens mansion (NYP) Rep. Gregory Meeks has been living in his 6,000-square-foot Queens mansion for nearly a decade — without city authorization. He never got a required certificate of occupancy for the custom-built Hollis home, finished in late 2006.  A temporary certificate of occupancy, which he needed to get his mortgage, expired Jan. 4, 2007, and was never renewed, city records show.  “Until recently, I had no idea that there had only been a temporary certificate of occupancy. I will be in touch with the Buildings Department and the architect to bring this into compliance,” he said in a statement.  The home has created controversy for Meeks.  He borrowed $624,000 to buy the $830,000 property and took out a $78,000 line of credit.  Then, in 2007, Meeks got a $40,000 “loan” from businessman Edul Ahmad that he said went to furnishing and other household needs. He made no payments on it and claimed to have lost the loan paperwork. It was paid only in 2010 after the FBI began probing Ahmad, later indicted in a mortgage-fraud scheme.


Mayor Uses Media to Solve A Vet Homeless Problems That He Has Been Unable to Fix

Mayor de Blasio launches $400G ad campaign urginglandlords to house homeless veterans (NYDN) De Blasio pledged to end veteran homelessness by the end of the year in his State of the City address in February, but the Daily News reported last month he looks unlikely to meet the goal – there were still around 1,000 homeless veterans, a number that hadn’t budged since February. Now, the number is around 880. A large majority of those people have vouchers from the feds or city to pay rent, but haven’t found an apartment yet. The max rent is around $1,200 for one person, and many landlords want more. * The de Blasio administration is launching a $400,000 advertising campaign to urge landlords to house homeless veterans who have vouchers to pay their rent

 De Blasio names Sharpton ally to head new clergy panel (NYP) The city’s new Clergy Advisory Council will be spearheaded by a top ally of the Rev. Al Sharpton, Mayor de Blasio announced Sunday. Rev. Michael Walrond Jr., who serves as Ministers Division director for Sharpton’s National Action Network, will be responsible for maintaining “a direct line of communication between religious leaders and City Hall,” according to the Mayor’s Office. De Blasio’s announcement comes less than two weeks after black church leaders slammed him for ignoring their concerns and began mounting efforts to draft Brooklyn Rep. Hakeem Jeffries to challenge him for mayor in 2017.

Another Political None Profit Stiffs 
Harlem nonprofit stiffs supporters(NYP) A politically connected Harlem nonprofit stiffed its supporters — including rapper Doug E. Fresh — who kicked in nearly $700,000 to keep it afloat. The Greater Harlem Housing Development Corp., whose backers include Rep. Charles Rangel and City Councilwoman Inez Dickens, asked for handouts when its affordable-housing properties were facing foreclosure in 2005. One elderly retiree who forked over part of her savings said she was promised her money back in 120 days — and still hasn’t seen a dime of it.Carol Bellamy, 81, even took Greater Harlem to court to recoup part of the $21,000 she had given the group since 2003. In 2011, she won a $5,000 judgment, plus interest, that has yet to be paid.

Charlie Rangel's Charitable Giving Shrinks Along With Fund-Raising Clout(NYT) When Charlie Rangel was riding high as Chairman of the House Ways and Means Committee, one way Mr. Rangel, a Harlem Democrat, helped his profile was by giving hundreds of thousands of dollars to charitable organizations. Those days are long gone.

The state is still trying to collect $68,000 in back rent from Congressman Charles Rangel.
“The outstanding $68K covers the time period from January 2013 until September 2013,” said state Office of General Services spokeswoman Heather Groll.

Charlie Rangel goes Post-al(NYP Ed)

The dean of New York’s congressional delegation rushed to defend the governor over the Moreland Commission scandal, which Rangel dismissed as baloney drummed up by — drum roll — this newspaper. “I know that most of the attacks are coming from the New York Post,” Rangel told the New York Observer. “We have a commission where the commissioners said that no one interfered with them, and we have The New York Post saying they don’t believe them.”While we’re honored the city’s favorite tabloid immediately comes to Rangel’s mind, on Moreland we tip our hat to our broadsheet competitor. Somehow, Rangel missed The New York Times’ lengthy front-page report on Cuomo’s interference with the Moreland Commission’s work.

“[Asked] what the public should make of the fact that Cuomo has retained a criminal defense lawyer.Rangel replied, ‘… I would think the governor would be a damn fool if the U.S. attorney’s office was investigating and he had no counsel. And if he got someone who was in charge of negligence instead of a criminal lawyer, he wouldn’t be an asshole, but he would be making a hell of a mistake.’For her part, Pelosi said of Cuomo's Moreland troubles, ‘I haven't really been following it.’”* The Republican National Committee is promoting a CNN report on the Cuomo administration’s handling of the Moreland Commission, but the version linked to in an RNC mass email quickly cuts out before CNN reporter Jason Carroll tells viewers that most voters seem to know little about the scandal, Gannett Albany reports:

Bill Lynch, the Long Island potato farmer’s son who became known as the “rumpled genius” behind David N. Dinkins’s victory in 1989 as the first black mayor of New York City. Mr. Lynch masterminded Mr. Dinkins’s campaigns for Manhattan borough president and mayor and was, as deputy mayor for intergovernmental relations, his closest adviser.

With Dinkins long retired and Rangel in the political struggle of his life, the once-powerful Harlem machine may also become a thing of the past. While there are still plenty of African-American elected officials from the neighborhood – witness Assemblyman and Manhattan Democratic leader Keith Wright – the demographics of the area are radically changing. Rangel is in trouble, in part, because his political base is eroding. Those are my heroes. “I voted no for so many of your projects and I will be voting no on some more today,” said the Brooklyn pol, famous for being the only no vote on many of the Council’s measures. “However I do appreciate that when my projects came before you, you voted yes.” Barron - also known for slamming the Council Chamber’s statue of Thomas Jefferson, and loudly objecting when his seat was moved to be near the artwork - got in another shot at the founding father, who owned slaves. Barron will be replaced in the Council by his wife Inez, and he plans to run for her seat in the Assembly. “I’m sure that Gov. Cuomo and Shelly Silver can’t wait til I get to Albany,” he said. “And I’m sure Speaker Quinn will give them a recommendation.”While friendly to most fellow members, he said that “for all those whites like [Queens Councilman] Peter Vallone who don’t like me, I’m going to endorse you in your neighborhood” - an endorsement that presumably would not help. He closed by urging colleagues to recite his own version of the Pledge of Allegiance, which he refuses to recite.

Rangel Runs Again
Congressman Charlie Rangel will formally announce his plans to run for re-election at a press conference in Harlem this afternoon. “I have heard the skeptics and the chattering classes wondering whether I remain committed to representing our congressional district,” he told the Daily News. But after talking to constituents, he said, “I am all the more fired up.”  In an opinion piece timed to coincide with his formal announcement of his candidacy, Rep. Brooklyn Demographic Dhifts, 2000 to 2010 More Whites and Asians and Less Blacks According to the US census Overall, Brooklyn's population grew by 39,000 people. The White population grew by 38,774 while the Asian population increased by 75,838. Blacks lost almost 50,000 people (-49,517). Black losses were substantial in several communities with historically large Black populations. The Black population declined by 10,000 in Crown Heights North (a loss of almost 12% of the Black population), 8,400 people in Flatbush (decline of 14%), 7,258 people in Prospect-Lefferts Gardens (decline of 12%), and almost 6,000 people (-5,936) in Bedford (decline of almost 15%). Communities in northern Brooklyn such as Bedford, Prospect Heights, Fort Greene, and Clinton Hill in 2000 straddled the area of central Brooklyn with substantial Black population plurality and the Park Slope/Brooklyn Heights area with substantial White population plurality.

By 2010, Black population concentration had declined and White concentration had increased. In Bedford, the White population had the greatest percentage increase of any of the major groups citywide -- 633% (an increase of almost 16,000 people), increasing the White population share in that neighborhood from 4% in 2000 to 25.5% in 2010. In Prospect Heights, the White population share increased from just over one-quarter in 2000 (28.2%) to almost half (47.2%) in 2010 (an increase of 3,818). In Clinton Hill, the White population share more than doubled from 15% in 2000 to just over 35% in 2010 (an increase of 7,419).
