Lobbyist Corruption

With Mike era ending, lobbyists wonder how to ‘succeed’(NYP) High anxiety is spreading among developers and lobbyists desperate to get their projects approved by City Hall before Mayor Bloomberg leaves office. Another concern for those doing business with the city is the brain drain that comes with the wind-up of every administration.

Another lobbyist has left Patricia Lynch Associates; this time it’s Brian Ellner, who just joined the firm in June.

NY Lobbyist Wins the Lottery In NY's Big Gamble

MGM Resorts International, the Las Vegas-based casino giant, inked a $15,000-a-month contract with Kasirer Consulting late last month to lobby for a shot at a full-fledged casino in New York. Like the other big players, MGM is taking a close look at New York City, even with Manhattan off the table and Genting angling for an exclusivity agreement for its racetrack casino in Queens. Among the entities MGM expects to lobby are the New York City Council and the mayor. “New York (City) could be a very interesting market, and that’s the reason we included that in Kasirer’s possible areas in which they’d be involved,” said Alan Feldman, a spokesman for MGM.

“I can’t tell you whether that’s the way it’s actually going to work. I don’t know what the Legislature is going to do.” But Feldman said there is room for more than one casino in the city if gambling is legalized. “I think that the powers that be, both in the city and the state, realize that in addition to what Genting is talking about, there’s still potential to do more,” he said. “So part of this is having a conversation about the size of the market.”

Lipsky is Not the Only Lobbyists Came Back After Illegal or Questionable Activity  Global Strategy, Patricia Lynch, Roberto Ramirez, Hank Sheinkopf (List in Formation)

Is Richard Lipsky back lobbying, following his plea on two felony charges for bribing former Sen. Carl Kruger? We received this link (http://bit.ly/zyKWaC) in an email yesterday from Willetseminent domain at the Willets Point development in Queens. It is written in Lipsky’s trademark firebrand blogging style, and Lipsky had been writing for the group before his guilty plea last week on bribery charges. But Lipsky insisted to us in an email he no longer is lobbying for the group – and says Robert Loscalzo is now doing the group’s writing. (CHN)

A major client of Lipsky, a large one, was a real estate developer that has been identified in news reports as Forest City Ratner.

Media Also Gamed By Lobbyists Artz and Sheinkopf Running Congressional Campaigns

As if the impending three-way congressional race between Rep. Ed Towns, Assemblyman Hakeem Jeffries and Councilman Charles Barron didn't have enough drama, the race could also well be a battle between two of the state's best-known political consultants -- who happen to be arch-enemies. As noted yesterday by Capital New York, George Arzt and Hank Sheinkopf, formerly close friends, now refuse to speak to one another. Arzt's firm is signed on as the campaign consultant for Jeffries, while Sheinkopf has a longstanding relationship with Towns and is already acting as something of a campaign spokesman. (Sheinkopf says he hasn't officially signed onto the campaign -- at least not yet.) "I'm looking forward to it," said Arzt of the likely competition with his nemesis. Sheinkopf was less diplomatic. "I don't know what George Arzt does, and I don't much care," Sheinkopf said. (CHN)

Sheinkopf Partner Levy Partner with City Pension Agent
Levy and comptroller Thompson oldest and closest supporters, a broker named William Howell, have been business associates in several ventures, including a Philadelphia-based company that Howell formed called Pension Enhancement Consulting. The men are so in sync that they repeatedly manage to make hefty donations of the exact same amount on the same day to political committees across the country. Howell and his family have donated $28,000 to Thompson since his first run for office in 2001. Norman Levy is a quietly influential city lobbyist who was Thompson's chief fundraiser when he was assembling his initial war chest to run for comptroller in 2001. Levy operates largely below the radar, presumably because of his narrow escape back in 1973 when he was convicted of running a parking-tickets-fixing scam for politically wired drivers. The conviction was later overturned. Howell made $3 million, plus unspecified bonuses a a placement agent for the city's pension fund *

Parkside's Evan Stavisky is The Modern Boss Tweed

In 2005 in a NYT article Dick Dadey executive director of Citizens Union expressed concern about what he called "a growing problem" of council members being lobbied by firms that serve as political consultants to many of them. "It clearly gives a lobbyist who does campaign work unfair advantage, because it gives them a level of access to the elected official that they otherwise would not have." In 2005 the Parkside was paid a total of $1.7 million by more than 40 clients last year, many of them nonprofit receiving member items from the city council.  The Parkside Group, carved out a dual role in New York politics: as lobbyist for nonprofit groups seeking city money and as a political consultant to a dozen council members, including the speaker and the Finance Committee chairman, who have a major hand in approving budget requests from those same groups. A Newsday review of lobby records shows D'Amato's firm, Park Strategies, earned $5.9 million on lobbying in 2013 -- a 60 percent jump from the year before and a 150 percent increase from 2011. That likely will place Park Strategies in the top five companies when the annual state lobbying report is published in March. *
The consulting firm headed by former US Sen. Alfonse D’Amato has quickly become one of the fastest rising lobbying outfits in New York, absorbing other companies and adding experienced political hands from either major political party.
