for The Real Estate Board of New York's PAC Jobs4NY worked for and against 35
candidates in the 20 competitive council races. The Advance Group working
through 4 PACs NYCLASS, United for the Future, Citizen Action and Hotel Workers
for A Strong Middle Class worked for 27 of candidates in the 20
competitive council campaigns. Of the 21 candidates supported by Parkside
Jobs4NY 17 were run by the big 8. Another candidate Dickens who had no race is
running for speaker and some Jobs4NY money went to a republican candidate. Of
the 44 council candidates supported by PAC in which Advance worked for or had a
relationship with 34 when to candidates run by the Big 8. Half of the
other 10 went to incumbent candidates who had no races. The big 8 worked for
council candidates who may be running for speaker, who had no races.
Berlin Rosen Daniel Garodnick, Red Horse and Hudson TDG James Vacca, Hudson TG
Mark Weprin. Multi-Media run by newspaper publisher Michael Nussbaum have been
doing printing for the Parkside Group for years in the dark pools because state
election law does not require subcontractors are reported. Red Horse worked alongside

How Lobbyists Contibute to Bad City Services - 911 Emergency Phone System

Last June 4th year old Ariel Russo died shortly after
getting hit by an SUV. There had been a
four-minute delay in dispatching the ambulance to take the little girl to the
hospital. The city is blaming 911 operation human errors for the delay. The union leader of the 911 operators is
blaming the new troubled $2 billion dollars upgrade that the city is
installing. The city’s upgrade of the 911 system has not gone very well. It has been hunted by system crashes, wrong
addresses and over a billion and a half dollar cost overrun. It is now up to a jury to find out who is
really at fault for the girls death.
The parents of Ariel have brought a $40
million dollar against the drive and the city.
One group that has to this point escaped the lawsuit and media attention
is the lobbyists who push the city to hire the contractors who built the 911
system, no matter how the system is performing.
Among the lobbyists to get paid by the city’s 911 contractors: George
Arzt, Mercury Public Affairs, LLC, Jennifer Carlson, Peter Barden, Jonathan
Greenspun, Michael McKeon, Kasirer Consulting LLC. These same lobbyists contribute to and run
the campaigns of many of the city’s officials.
They elected the kings who decided which contractor is chosen and
because of their influence in the system eat the king’s meat (work for the
contractor). Investigators hope the
Russo trial will shine some light on the role lobbyists who do their work in
secret played in keeping contractor who were not doing what they promised from
getting fired.
Lobbyist Kept Representing Contractors for the 911 System No Matter How Poorly They Were Performing
On June 3 in 2012, Comptroller John Liu released an audit of the system 911 system from 2005 to 2008 smashing the city’s upgrade — accusing contractor Hewlett-Packard of up to $163 million in possibly fraudulent overcharges. It is not clear why the city hired HP in 2005. They have never designed a 911 system and they failed in 2002 to upgrade the same system. The NYPD signed a 47 million contract with Hewlett-Packard for such technology in 2002. The company failed to supply the system, and returned more than $30 million in a settlement. In 2005 the city again hired HP to oversee a new 911 center in Brooklyn, a unified dispatch system and a backup 911 center in the Bronx — at cost of $380 million. The cost of the upgrade is now expected to be $2 billion. In 2008 because of the delays and cost overruns the city replaced Hewlett-Packard as the lead contractor with Alabama-based Intergraph Corp. (ICAD). In 2007 when it became know the city was disappointed by HP’s performance the company hired George Artz in 2007 to lobby city hall ($15.000).
Even though the press says HP was replaced on the 911 project John Liu’s report said that HP was still working on the project and got paid over $300 million in 2012 for their work. In 2010 thru 2011 when the city council was going after problems in the 911 system, HP hired Kasirer Consulting LLC and paid them over $200,000 to lobby city hall for the company. Mercury Public Affairs public affairs have been working on the project for Intergraph Corp since 2007. Before Intergraph hired Sal Salamone as a lobbyist in 2006 to 2008 ($100,000) Salamone worked for the city on the Citytime project until he was let go after the corruption and cost overruns become know on that project, in which Liz Holtzman was one of the lobbyists that cashed in. It had to get through the fog surrounding the 911 contracts. Last month Bloomberg lauded Comptroller 911 audit he once called 'stupid.’ He even said there was nothing wrong with the Hewlett-Packard contract and the city paid those most of the money they requested. The mayor changed him mind on Comptroller budget to stop a federal audit requested by DC 37’s Lillian Roberts. According to this report, generated moments ago from the New York City Campaign Finance Board Web site, Mr. Arzt has contributed $90,500 in political donations to municipal candidates since 1993. consultants all but one are also lobbyists, have monopolized NYC elections
system that only the Justice Department using the Sherman Antitrust Act can bust.
These consultants run every important campaign in New York. The campaign monopoly is only part of a
conspiracy that is not only about who gets elected. It is also part of a
second conspiracy to make money off of government as lobbyist or insiders.
There is serious evidence of illegal coordination between the Independent Expenditure PACs and
consultants. The data of big 8 working together is massive. In the
20 competitive races for the city council this year’s these big 8 consultants
helped 98 of the 54 competitive candidates in those races. Consultants were able to
help more candidates in the races by being on more than one side in the same
race. They don't only compete with each other as one would think.

consultants work with each other at the same time they are oppose them in other
races. Some consultants help other consultant’s
candidates often at the expense of their own clients. Two Consultant Lobbyists
the Advance Group and the Parkside Group were involved in every
competitive council race and even some that did not have races through
Independent Expenditure PACs they control. These IE PACS have muscled their way
in to having seats at the table along the Democratic Party bosses that will
pick the next council speaker. The big 8 along with the special
interests whose millions fund PACs, have sabotage the whole idea of local
representation and local elections. The pols are more loyal to the centralized
campaign consultants and their money backers, the new ruling class, than they
are to the voters in their districts. The
consultants work like Wall Street investors who trade in dark pools
beyond the control of regulators. In NY's dark pool campaign
consultants/lobbyists,
special interests and elected officials make deals with each other
hidden from public view. To understand the reasons for the
takeover you must also be aware that the business opportunities for consultants
don’t end on primary or election day. In an excellent investigation of the
dangers the newly elected Cuomo would face from lobbyist, Wayne Barrett wrote in the Village
Voice in 2010. that campaign consultant lobbyist "Sheinkopf one of the
worse consultant lobbyist, makes kings so he can then make deals with the kings
he’s made."

and law enforcement elections. There operating model resembles organize crime

Guma who worked with Marathon Strategies in the Quinn Campaign. Bronx DA
Johnson has Brandford working for him.

The Big 8 as Lobbyists Do A Lot of Damage to New Yorkers
Both Mercury and
George Artz have been lobbyists for Hewlett-Packard which was the main
contractor of the city's 911 emergency system that crashes a lot. The city 911
system is now being sued by the parents of 4-year-old Ariel Russo who
claim she died because an ambulance to take the little girl to the hospital was
delayed by a 911 crash. Arzt is also the flack for Excell's One 57 that
got tax breaks from Albany to build a 75-story luxury skyscraper. One57 tax break
is contributing to pushing the middle class our of Manhattan and raising
rents in Brooklyn. Parkside got away with making millions off of the
council's member items and slush fund. The Advance Group according to a series
written by CrainsNY used its control of PAC to be on more than one side in a
race, even working against clients who hired his firm. Berlin Rosen
worked for the same client, Bruce Ratner as indicted Melvin Lowe and convicted
Kruger flack Richard J Lipsky promising affordable housing where none exists today.

candidates in the 20 competitive council races. The Advance Group working
through 4 PACs NYCLASS, United for the Future, Citizen Action and Hotel Workers
for A Strong Middle Class worked for 27 of candidates in the 20
competitive council campaigns. Of the 21 candidates supported by Parkside
Jobs4NY 17 were run by the big 8. Another candidate Dickens who had no race is
running for speaker and some Jobs4NY money went to a republican candidate. Of
the 44 council candidates supported by PAC in which Advance worked for or had a
relationship with 34 when to candidates run by the Big 8. Half of the
other 10 went to incumbent candidates who had no races. The big 8 worked for
council candidates who may be running for speaker, who had no races.

doing printing for the Parkside Group for years in the dark pools because state
election law does not require subcontractors are reported. Red Horse worked alongside
Parkside for DSCC where Melvin Lowe was indicted this week for fake printing
invoices. Red Horse has at least 20 interest group clients. This summer the New
York World reported Hudson TG LLC – offer lobbying services to represent
special interests with the officials they have sometimes helped to get elected.
The only campaign consultant that does not directly lobby is Brandford
Communications. But Brandford's Ernie Lendler did pull a Melvin Lowe when he

The NYT and Good Government Groups Solutions to Corruption Ignores the Facts and Will Do Nothing to Stop the Crimes Committed by Elected Officials

The report on ethics in Albany reads like an encyclopedia of scandal One in every 11 politicians leaving the State Legislature since 1999 has departed “under the cloud of ethical or criminal violations.” The NYT listed the areas of corruption that is already know to every awake New Yorker. The commission, whose work is continuing, has subpoenaed a number of state legislators for details of how they operate. It has not accused anyone by name. But it found instances of “deplorable conduct, some of it perfectly legal yet profoundly wrong; some of it potentially illegal.” The report condemned the Board of Elections, a bipartisan group that is supposed to enforce the state’s few campaign laws, for its failure “to carry out its duty to enforce the Election law, enabling the culture of corruption in Albany.” * Thirty-two state senators are opposed to public financing of campaigns, including 30 Republicans and 2 Democrats, leaving the measure unlikely to pass in the upcoming legislative session, Gannett Albany reports:

NYT wants Cuomo to push for a new system of campaign financing that provides public matching grants for small campaign donations. Public financing has not stopped Council member Larry Seabrook, Dan Halloren, Miguel Martinez and the dozens who would have been arrested if Quinn slush fund scandal was not covered up by the permanent government to make her the mayor for them.
