Daniel Moynihan

NY Still Sends More Money to Washington Than It Get Back
State Comptroller Tom DiNapoli released a report showing that for every dollar New York sends to Washington, it’s getting back about 91 cents in federal spending. That’s below the national average of $1.22 in spending going back the states. * Shortly after election, Moynihan analyzed the State of New York's budget to determine whether it was paying out more in federal taxes than it received in spending. 1976

Senator Who Fought for New York's Funding In 1976, former Sen. Moynihan created something called the “Fisc Report,” which researched how much each state contributed to the federal budget verses how much it got back. This report, published until Sen. Moynihan retired, found that New Yorkers don’t get nearly as much back from the government as they put in. He worked to reduce that imbalance, both through Medicaid funding on the Finance Committee and public works on the Environment and Public Works Committee. In New York we have an analogous situation in our relationship with the federal government. For every dollar we send to Washington, we get about 75 cents in return. (Newsday)Yet New Yorkers as a whole send a delegation of representatives to Washington every two years, the majority of which philosophically advocates for a larger federal government. The late-Sen. Daniel Patrick Moynihan famously issued a report on this issue a generation ago, when New Yorkers were only losing 15 cents on the dollar. The Moynihan Report raised eyebrows at the time, but it had no lasting impact on many New York voters. We still cheer when a "grant" comes in from Washington, instead of asking how much this latest largesse cost us.It's worse in another way, too, since Moynihan's days. The federal government has now perfected the art of leveraging tax dollars against the very states providing them. In a type of bureaucratic judo, it's learned to get its claws into the mechanics of state and local governments using money provided by their own residents.
