Weaken Political Machines No Longer Control Voting, Gains Control of the Assembly 115

Assembly Puppets So Used to Kissing Silver's Ass Could Not Even Oppose A Weak Political Machine
Weak Pols Fear of Pissing Off the Leader
Lawmakers are failing to vet their party bosses' anointed candidate for speaker. The raw power of New York City’s Democratic bosses has set Assemblyman — and, yes, Bronx party leader — Carl Heastie on track for coronation as Assembly speaker. Never mind that Heastie is an expense-account hog, has been a no-show at roll calls, has pulled down $14,000 in bonus pay for no work, has a paper-thin legislative record, cuts corners on campaign finance disclosure and plays fast and loose with campaign funds. These are frivolities to his fellow bosses: Frank Seddio of Brooklyn, Rep. Joe Crowley of Queens and Assemblyman Keith Wright of Manhattan. But they should be matters of pressing interest to the Assembly members the bosses have cowed into backing Heastie without the slightest scrutiny. When the Dems began to come to their senses after Sheldon Silver’s arrest, they gushed with promises of openness and reform. They agreed that Silver would leave Monday and that members would vote on a successor on Feb. 10. The delay was designed to give contenders the chance to make their cases and for members to review the backgrounds of candidates. But then the bosses intervened with visions of owning the Assembly through Heastie. Quickly, the members fell in line. On Thursday, while visiting the Daily News Editorial Board, Majority Leader Joe Morelle called for a full and open process and said he was in the fight to the end. Less than 24 hours later, the hayseed from Rochester caved to the city’s tough guys.  Ladies and gentlemen, we give you Carl Heastie, Albany’s new standard-bearer of ethics, a man who is also surrounded by an small army of fixers. Whoa.Assembly Democrats are being too hasty about Carl Heastie (NYDN Ed) * Speaker selection process happens behind closed doors (LoHud)

The NYT Spends No Times Looking At the Machines That Include Lobbyist Like Stanley Schlein That Allow Pols to Get Elected
In theory, the Democrats who control the Assembly should be able to pick a successor who is committed to good governance and ethics reform, but already the signs of back-room dealing and meddling from party hacks are not encouraging. “Maybe it’s time for us to do something about the election law that allows such a liberal view of what we’re able to spend money on,” Assemblyman Joseph R. Lentol, a Brooklyn Democrat, told an Albany radio interviewer on Friday, a day after he withdrew from the speaker’s race.* U.S.Attorney: New YorkPolitics a ‘Cauldron of Corruption’ - WSJ

Assembly Swamp Replaces Corrupt Silver With Corrupt Party Bosses
Party bosses circlethe Assembly like vultures over carrion (NYDN)  Installing Carl Heastie as speaker would crown New York City Democratic leaders as kings of Albany. New York City’s Democratic bosses are about to steal their biggest prize in decades: control of the state Assembly. And you thought corruption ran rampant under Sheldon Silver. Well, you ain’t seen nothing yet. If Frank Seddio of the Brooklyn machine, Joe Crowley of the Queens machine, Keith Wright of Manhattan’s barely-a-machine and Carl Heastie of the Bronx machine succeed in installing Heastie as speaker without so much as a public look-see. The four overlords are driving Democratic Assembly members from each of their boroughs into voting for Heastie, never mind that, in deposing Silver, everyone in Albany swore that the Corruption Caucus was dead. * Bronx Assemblyman Carl Heastie appears close to securing the 76 votes needed to win the Assembly speakership, with support from the Queens delegation and a bloc of 10 suburban members Speakers Race Updates The New York Times reports * Suburban Lawmakers Back Heastie(YNN) * Morelle Withdraws From Race For Speaker(YNN) Heastie asks joe morelle to stay on as majority leader * Assembly StronglyConsidering Making Speaker Vote One Week Earlier: Sources(NYO)* Lentol LamentsAssembly ‘Culture’ That Made Him Drop Speaker Bid (NYO) NY Assem Dem still on fence: calls coming yesterday from women's groups pushing Nolan -incl Eleanor's Legacy - have stopped today.* Speaker Vote Likely Next Week(YNN)* Under Heastie, Committee Chairs May Stay Put For Now(YNN) * Heastie Picks Up Five More Votes For Speaker(YNN)* Sheldon Silver has submitted a letter resigning his post as Assembly speaker effective 11:59 p.m. Monday, his spokesman says.* As Heastie appears poised to take over the Assembly’s top post, Democratic lawmakers and their aides expect a vote for speaker could come as soon as Tuesday, Gannett Albany reports:  *Assemblyman Joseph Lentol blasted the “culture” of the Assembly and the influence of Gov. Silver Golden Age of Good Government?

If Frank Seddio of the Brooklyn machine, Joe Crowley of the Queens machine, Keith Wright of Manhattan’s barely-a-machine and Carl Heastie of the Bronx machine succeed in installing Heastie as speaker without so much as a public look-see, New Yorkers may one day look back on Silver’s reign as a golden age of good government.* The DN calls Heastie a “man with blemishes,” noting his name appeared in the files of the Moreland Commission for having failed to properly account for $25,000 in campaign spending. He also claimed almost $21,000 from the Assembly’s notoriously lax travel expense account during just the first six months of 2014 — more than any other member.* Carl Heastie aide"Howard Vargas has built a lucrative side business in court-appointed realestate receiverships". (NYDN)

The deal to make Heastie the new speaker is “about done,” according to a source involved in the negotiations. * The fact that Heastie is on the verge of becoming one of the most powerful men in New York politics is “an astonishing feat for a guy most New Yorkers never heard of,” Juan Gonzalez says. Heastie isn’t ready to claim victory as he wants to “personally ask” each of his colleagues for his or her vote. * So far, Assemblymen Keith Wright and Joe Lentol have quit the speaker’s race and announced their support for Heastie. Assembly Majority Leader Joe Morelle and Assemblywoman Cathy Nolan remain contenders, though Nolan didn’t get the support of most of her own Queens delegation. About Nolan: “there are few in public life who can, like her, reel off complete, properly punctuated sentences with dependent clauses at 60 miles per hour.”

He should have been stronger: Dump Silver. Compared with Attorney General Eric Schneiderman and Controller Tom DiNapoli, Cuomo was a profile in courage. Neither said boo. To their credit, city Controller Scott Stringer and Public Advocate Tish James also called for Silver to step down. As did only a handful of Assembly Democrats: Charles Barron of Brooklyn, Luis Sepulveda of the Bronx, Mickey Kearns of western New York, Carrie Woerner of Saratoga Springs, Al Stirpe of the Syracuse area and, in a major break, Keith Wright of Manhattan, who also serves as the county Democratic boss.

Government Funded Unions? (CrainsNY) How a powerful nonprofit uses government funds to help unions target employers. Make the Road New York, is closely aligned with organized labor and has quietly become a force in local politics. It was a major player in the successful push to mandate paid sick leave at most city businesses, and now its car-wash legislation is being moved through the City Council by Speaker Melissa Mark-Viverito. Make the Road's millions of dollars in government contracts have helped it grow a membership that it then recruits for unionization drives. The organization says car-wash employees have been victimized by unsavory owners. But its campaign raises questions about public money furthering an effort to unionize private employers. Make the Road's roots lie in late-1990s organizing campaigns in New York's Hispanic community in Bushwick, Brooklyn, but its reach now extends across the city and into Long Island. In its 2012 annual report, the group labeled itself a "robust multiservice powerhouse" that aided tens of thousands of people that year and had registered 20,000 immigrant Latino and African-American voters.

Thelma Wylde Louise Stavisky About to Drive NY's Permanent Government Off the Clift
If you think New York's sports team are having a bad year, check out the leader of the Partnership.  Partnership Boss Wylde allowed the Working Families Party, unions and the progressives to take over the mayor's and Public Advocate's office and maybe the city council .  Wylde  counted on her usual partners Virginia resident Corrupt Queens' Boss Joe Crowley and Corrupt Parkside lobbyist Evan Stavisky to line up enough councilmembers to elect Mark Weprin as Council Speaker. Wylde never saw the writing on the wall.  Just how out of touch Boss Crowley was with the voters and when it come to real competitive races the Parkside Group sucks.  In 2009 the Parkside Group lost 5 of 6 Queens Council races.  After being paid over $2 million in 2012 by the state senate Democrats Parkside could not return them to the majority.  This year Parkside spent more than $7 million of REBNY and still lost most of their target council races.  Parkside loses are a key factor in giving Team Progressives a real shot at taking over the council.  As long as clueless Wylde is running the Partnership New York's failed corrupt boss system of government will never be reformed. Once Team Progressive wins the speakership their next move will be to clean up the BOE to take the remaining power from the city's political bosses.

Four Factors Make de Blasio's Message and Control Stronger
1. For the first time in 20 years the mayor is from the majority party. (NYC has now become a one party city.  2. The Democratic Party leaders are on life support struggling to hold on to the council speakers position. They used to fight each other for who gets to control the speakers position, now they are working together to hold off the unions and progressives.

 3. The press is more go along get along.  The Village Voice and investigative journalism is gone. CrainsNY Offers Details of A Blowup between the Queens Democratic Machine and the Progressive Caucus

A recent negotiating snafu demonstrates the conflict between the city's old and new political forces. About three weeks ago, council members from Queens who are part of the Progressive Caucus scheduled a meeting at the Queens office of law firm Sweeney Gallo Reich & Bolz. The firm's partners run the day-to-day operations of the borough's Democratic Party, and the progressives hoped to persuade them to partner in lining up the 26 votes needed to elect a speaker. Just hours before the meeting, the leaders of the Queens Democratic machine learned that Ms. Hirsh of 32BJ would attend in her capacity as lead negotiator, according to multiple sources. The Democratic leadership, whose executive director declined to comment, demanded that only elected officials be allowed in the room. The Progressive Caucus refused, and the meeting was canceled, sparking tensions between the two most powerful forces in this year's speaker race. A flurry of phone calls seeking to mend the rift has ensued, according to sources.

 The Gonzalez Schlein Cover Up
The City's Knew Schlein Was Involved With the Ballot Fixing At the Board in 2010 . . .  He Appointed the Commissioner Who Was Forced to Resign

In October, 2010, the Board of Elections booted executive director George Gonzalez after revelations that he had incorrectly placed Wills on the Republican ballot line beneath GOP gubernatorial candidate Carl Paladino, rather than beneath Democrat Andrew Cuomo, among other mistakes. The error would likely have cost Wills votes in the heavily Democratic district, but ballots were eventually fixed. A number of people close to the situation suspected the ballot placement was politically motivated, given Gonzalez’s close connections with election lawyer Stanley Schlein, who was serving as the attorney for Nicole Paultre-Bell, Wills’ chief rival in the Council race. * Election Board's "Bungle George" Gonzalez Was Mayor Bloomberg's Baby(Village Voice)

He was also in the hotel suite with Mr. Bloomberg on election night 2001, calling in chits. Afterward, the new mayor appointed Mr. Schlein as the $63,000-per-year chairman of the city’s Civil Service Commission. A few years back, the city Conflicts of Interest Board fined Mr. Schlein $15,000 for using his city office as a de facto law office, making more than 2,000 phone calls related to his private business. Mr. Schlein resigned in 2006. Mr. Schlein also served as a court-appointed fiduciary, a lucrative billet open to loyal Democratic Party worthies. That too ended badly. In 2006, the Office of Court Administration barred him from taking new assignments, as he had apparently badly handled the finances of the infirm and the elderly.* *In an investigative profile in The Village Voice, Tom Robbins delves into Stanley Schlein's record * Schlein the Lawyer Making Bronx Judges -- Again (Village Voice) * Bronx City Council member Larry Seabrook's go-to guy was longtime powerbroker Stanley Schlein(NYDN) * RECENT ALLIES PEDRO ESPADA, STANLEY SCHLEIN HAD ...(NYP) * Lobbyists Stanley Schlein

As they seek to cut out the party leaders with the help of serial  corrupt Advance Group they have covered their power take over in the progressive movement, as they try to make Councilwoman Melissa Mark-Viverito the next speaker.  This fight between the party bosses and union leaders to control government is all being done out of public sight.  While every winning councilmember promised more transparency in city government they are negotiating in secret with party leaders and lobbyists like Berling Rosen, Mercury, Brandford, Red Horse, Arzt and Hudson who help elect them to pick the next speaker. Parkside Got $2.2 Million from the Democratic State Senate Committee

The rumor floating through Democratic circles during the Weprin disaster were about the Democratic Congressional Campaign Committee steping in to take control of Assemblyman DavidWeprin's floundering campaign from the Parkside Group. Everyone involved denied it, and the DCCC would legally only be allowed to work in coordination with Weprin's campaign, but there's no denying the Democrat's half-million-dollar ad buy has also garnered it a stronger role in the Ninth Congressional District race. "Everyone has just been alarmed at how badly things have gone," one leading Dem said. It's not unusual for the DCCC to jump heavily into a special election - but in a 3-to-1 Democratic district, Weprin wasn't supposed to need it. The Death of the Party Machine?

The City Source Scandal Led to NYC Public Campaign Fiance System Lobbyists Consultants and Their Progressive Friends Gamed the System with the Help of Supreme Court's Citizen United Decision
In 1986 the Bronx County Leader Stanley Friedman, Brooklyn Boss Esposito and  a bunch of Queens party hacks were found guilty for trying to take over the city's Parking Violations Bureau into a tool for their corrupt personal profit. Donald  Manes killed himself before the trial. Brooklyn boss Meade Esposito got his in a later trial. Up until this year the county leader would decide among themselves on who would be council speaker. Council speakers have historically been selected by leaders of borough political machines lining up votes and getting patronage jobs and plum committee chairmanships for friends and allies. But as their power to elect or unelect council members has waned, unions have filled the vacuum, with the labor-backed Working Families Party playing a part in electing much of the council.

Beyond the Campaign finance law
Now everyone is spending money to elect council members through PAC and even spending money in the race for speaker.  Because this type of competition  for Speaker has never happen before their are no rules recording what is being spent with the CFB or the State Board  of Elections

Organize Crime Politics and Lobbying: Make Money From Government or Connections to Government

Parkside was very deeply involved in the city council slush fund scandal.  Stavisky group was paid a total of $1.7 million by more than 40 clients in 2005, nonprofit receiving member items from the city council. In 2005 in a NYT article Dick Dadey executive director of Citizens Union expressed concern about what he called "a growing problem" of council members being lobbied by firms that serve as political consultants to many of them.

The 2005 Parkside Slush Fund Coup d'état of NYC's Government

Parkside Group, carved out a dual role in New York politics: as lobbyist for nonprofit groups seeking city money and as a political consultant to a dozen council members, including the speaker and the Finance Committee chairman, who have a major hand in approving budget requests from those same groups. Miller who became so close to Parkside after it helped him win his speaker post asked one of Parkside partners to help him hire a chief of staff. Did Parkside Get Funds from Millers Slush Fund?  In 2004, Miller launched his ill-fated drive to become mayor right from Parkside's offices. Lobbyists' Role in Council Slush Fund Scandal Probed (City Sun 2008) There was an ethics bill floated to stop Parkside and other consultants who lobby, but was never passed by the council.  A Letter to Garcia: (Michael) Garcia U.S. Attorney

 The Parkside Monopoly

Political Goodfellas Royals
Eight campaign consultants all but one are also lobbyists, have monopolized NYC elections system that only the Justice Department using the Sherman Antitrust Act can bust.  These consultants run every important campaign in New York.  The campaign monopoly is only part of a conspiracy that is not only about who gets elected.  It is also part of a second conspiracy to make money off of government as lobbyist or insiders. There is serious evidence of illegal coordination between the Independent Expenditure PACs and consultants
In this monopoly consultants work with each other at the same time they are oppose them in other races.  Some consultants help other consultant’s candidates often at the expense of their own clients. Two Consultant Lobbyists the Advance Group and the Parkside Group were involved in every competitive council race and even some that did not have races through Independent Expenditure PACs they control. These IE PACS have muscled their way in to having seats at the table along the Democratic Party bosses that will pick the next council speaker.  The big 8 along with the special interests whose millions fund PACs, have sabotage the whole idea of local representation and local elections. The pols are more loyal to the centralized campaign consultants and their money backers, the new ruling class, than they are to the voters in their districts.

Lobbyists Extortion
What Happens When Lobbbyists Who Ran PACS And Broke the Law With the Candidate Knowledge Ask the Councilmembers for Help With Support for Government Contracts?
The consultants work like Wall Street investors who trade in dark pools beyond the control of regulators. In NY's dark pool campaign consultants/lobbyists, special interests and elected officials make deals with each other hidden from public view. To understand the reasons for the takeover you must also be aware that the business opportunities for consultants don’t end on primary or election day. In an excellent investigation of the dangers the newly elected Cuomo would face from lobbyist, Wayne Barrett wrote in  the Village Voice in 2010. that campaign consultant lobbyist "Sheinkopf one of the worse consultant lobbyist, makes kings so he can then make deals with the kings he’s made."

New York Party Bosses Can't Deliver the Vote Anymore

Permanent Bosses Broken Parties
Today both the Daily News and City and State both have done stories crediting the Working Families Party with winning the Mayoral election.  What both papers failed to talk about is the disconnect of the city's Democrats and Republicans party bosses from the voters in their own parties. In other words they can no long deliver the vote. More importantly they represent only themselves and a few close criminal co-conspirators in dysfunctional parties that have cut off the public they claim to represent. The Queens Boss supported Quinn, the Bronx and Brooklyn bosses supported Thompson the Manhattan and Staten Island bosses did not endorse anyone. Over on the Queens side none of the party bosses supported Joe Lhota in the primary, but the voters in their party did.

Party Bosses and Ballot Lines For Sale
Former Bronx Republican Party leader Jay Savino and Queens GOP Vice Chair Vincent Tabone wait for their used to selling their party line to Bloomberg tried to sell their party this year to Malcolm Smith. The Queens party leaders even lost control of who runs the Board of Elections.  It very strange that the media is doing story of  Bill Lipton's WFP big win and not talking about who the losers are. What the newspaper should be looking into is not only the corruption connected to these party leaders, but how few people participate in party elections and picking who leads party bosses. Why are the newspapers and the city's permanent government, led by the partnership protecting the party leaders? The cluelessness of their Quinn endorsement shows they are as disconnected from the voters as the party bosses are. The permanent government has allowe a political and election system where only cleaver activists from the WFP know how to win in.  And a media that covers the horse race rather the getting to the realities of the real issues that effect  New Yorkers.  The Working Families Party's long game is paying off(NYDN) * Last Look: Bill Lipton (City and State)

In addition to improving wages and working conditions, its constitution says its purpose is to fight for honesty in journalism and the news industry's business practices.

Elected Officials, Reformer, Goo Goos Groups Silent On Party Reform
It has been 50 years since anyone has tried to reform New York's Democratic Party. In the mid 60's Robert Kennedy who defeated the democratic machine to become senator set his sights on cleaning up the state's Democratic Party. Kennedy tried to clean up Manhattan’s Surrogate Court, which to this day remains a Piggy bank for party patronage.  Kennedy called the Court "a political toll booth exacting tribute from widows and orphans." He took aim at cronyism in Albany and fought to strengthen home rule of New York City. He also proposed nonpartisan redistricting, a move aimed at eliminating one of the main tools party leaders use to keep their incumbents in office for decades. Fiercely battled by a faction of the Democratic machine, Kennedy’s attempts reform the city's political  parties died with his 1968 assassination.  So called reformer and good government groups have never taken up his cause.

District Leader Too Old?

Staten Island Democrat Claims He Lost Party Post Because Of His Age(DNAINFO) PORT RICHMOND — A Democrat from Staten Island claims he lost his party post because of his age and has started to rally support for the chairman to resign. Robert Castro, 62, of Port Richmond, said he was asked to step down as North Shore district leader for the Staten Island Democratic Party and was offered a position as the Hispanic Outreach coordinator for the party — but the promised spot never was given to him, the Staten Island Advance first reported.

Party Leaders
Elected officials have taken over the party positions with the sole purpose of centralizing power and using it resources to help them get reelected. The party has no agenda or issue it pushes for. Most of the people in party positions have never beenchallenged. It function more like the old soviet union' Communist Party, then a democratic institution. It is even allow according to the U.S. Supreme Court to use politics to pick judges. Lopez Torres v. NYS Bd of Elections
