The NYPD  settlement over surveillance of Muslims after 9/11 confirms cops were right all along in saying they did nothing wrong, but it castigates them for being right about radicalization, The Wall Street Journal writes:
 NYPD-Muslim settlement demolishes the big spy lie (NYDN Ed) Amid global fears of ISIS-inspired, home-grown radical Islamist attacks, the NYPD’s anti-terror intelligence program won vindication Thursday in a lawsuit that had alleged wholesale unconstitutional spying on Muslims. Victory, though, was not fully sweet, because the settlement accepted by City Hall included terms that are easily distorted to paint the NYPD as guilty. Six Muslim individuals, mosques and organizations asked a federal judge in 2013 to declare the NYPD filled with anti-Muslim spies, to bar the department from continuing its operations and to order the destruction of all collected information.  Critically, certifying that their case was baseless — that there was no merit to the much-trumpeted accusation of spying — the claimants came away with none of that. The NYPD paid no compensation, made no admissions of wrongdoing and escaped without paying the other side’s legal fees. Lacking proof after examining the department’s innards, the ACLU-represented accusers had no choice but to fold. Then, too, some of their backgrounds directly demolished charges of “suspicionless surveillance.” In court papers, the NYPD had revealed, for example, that it had probed individuals associated with one of the mosques “based upon information about their lengthy history of suspected criminal activity, some of it terroristic in nature,” such as illegal weapons trafficking and support for “government-designated terrorist organizations.”   So much for suspicionless surveillance. The NYPD also accepted the appointment of a civilian who will monitor compliance with the settlement for the next five years. While Deputy Commissioner for Intelligence John Miller said he welcomed the oversight as a way to put the spying accusations to rest, its introduction under these circumstances created a shadow where none should exist. Most distastefully, the NYPD agreed to stifle a landmark 2007 report that investigated for the first time the process of Islamist radicalization. After studying numerous plots, including the conspiracy to bomb the Herald Square subway station, NYPD analysts noted that many perpetrators were disaffected young men who had gravitated to radical Islamist beliefs.*  The New York Police Department must strengthen oversight of its surveillance practices as part of a settlement of two civil-rights lawsuits accusing the force of unfairly monitoring Muslims after the Sept. 11, 2001, terror attacks.

Men Videotaping Synagogue Reported to Have Fake Out of State Plates 
Update No Threat  Men seen videotaping synagogue not a threat: sources (NYP) Cops determined Monday that the two men seen videotaping outside of two south Brooklyn synagogueswere not a threat to the public, sources said.  Police later identified them as two teens from Connecticut who were taking pictures, according to law enforcement sources. It was determined that the were not a threat and they were released.

Cops ramp up security after 2 men seen videotaping synagogue(NYP) Two men were seen videotaping the outsides of two south Brooklyn synagogues Saturday afternoon — and cops are now adding extra patrols to area, sources said. The unidentified men were spotted recording cell-phone footage outside the Congregation Bet Yaakob at 1801 Ocean Parkway and nearby Congregation Beth Torah at 1061 Ocean Parkway starting about 4 p.m., sources said. They drove off in a car with expired plates. Surveillance footage from outside Congregation Bet Yaakob showed one man in a black jacket and blue jeans posing in front of the synagogue on Ocean parkway and Avenue R while his bearded buddy taped him. A security guard from the synagogue eventually shoos them away.

Will the Mayor Ask the French What They Think About Targeting Muslim Terrorists?

Reppetto) Are the people who run the NYPD — headquarters brass, union officials, the mayor’s office, city lawyers — ever going to get on the same page, or will it take another disaster to wake them up? The latest news is that the NYPD may cut back on its investigations of self-radicalized potential domestic terrorists who happen to be Muslims. Supposedly, this will be done to pacify critics who’ve been suing the city. The notion that authorities can’t target particular groups for investigation is ridiculous. It’s like telling the cops who blanketed mafia hangouts a generation ago that they shouldn’t have paid attention to such places.Right now, city authorities seem to be spending more time in a war of all against all than in doing their jobs.* * The bloody attacks on Charlie Hebdo and a kosher grocery store in Paris leave a lesson for New York: Jihad no longer comes exclusively from abroad, as radicalized Muslims within our midst can be just as lethal, the Post writes:
 Remember, the present turmoil is most likely being watched carefully by people who’d like nothing more than to exploit our weaknesses to carry out a successful terror attack. The current crisis of police morale and performance is almost an invitation to a terrorist strike at the world’s most important city. That’s one key reason for the governor to ensure that New York law enforcement presents a strong and united front. No leader need ever apologize for fighting crime and terrorism. The recent polls confirm this: City residents want an end to the name-calling and infighting, and vigorous action against all threats to safety. Thomas A. Here in New York, Zale Thompson, a man who heeded online calls by ISIS for jihad, attacked two NYPD officers with a hatchet in October. “The harm is that it sends the message that the NYPD is ­going to back down on its counterterrorism effort in the name of political correctness,” said a former NYPD official. “Shame on the NYPD if they do.”

Sources familiar with the case confirmed that removal of the NYPD report is one of the major sticking points in settlement negotiations. Also on the table are demands that the NYPD halt any ongoing surveillance in the Muslim community and that records of prior monitoring be expunged, sources said. With what seems today like a crystal ball, the 2007 NYPD report identified an “emerging threat” — al Qaeda-inspired jihadists in the United States and abroad, hell-bent on attacking their host countries. Under former Police Commissioner Ray Kelly, the report served as a blueprint for the NYPD’s “demographic unit,” which sent plainclothes detectives into Muslim cafes, stores and mosques to detect potential terrorists. After the initiative was exposed by The Associated Press, Muslim leaders and groups filed two lawsuits in Brooklyn federal court claiming they were subjected to unwarranted surveillance. The suits complain the radicalization report puts virtually all Muslims under suspicion. Last April, Police Commissioner Bill Bratton disbanded the intelligence-gathering unit.
